Recommendations following the Regional Consultation – Constanta, 1 July

At the kind initiative of the Romanian Authority of Tourism – ANT belonging to the Romanian Government, of the EUSDR Contact Point within the European Funds Ministry and  also of CLDR – Romania Association on July 1st 2016 , it took place the first regional consultative reunion in Constanta, at the headquarters of the Maritime University. This event was honored by representatives of both chambers of the Romanian Parliament, most of important ministries and other governmental agencies, universities and city halls.

Through consensus, some proposals and recommendations were identified in order to be submitted to the attention of the Romanian Prime Minister Chancellery.  These ones are considered to be crucial to consistent improvement of the EUSDR implementation of projects and for the attracting new foreign investments in the Danube – Black Sea area:

1. The need to continue the consultative meetings around the country, with the kind support of ANT and other partners;

2. To arrange an appointment at the highest decision-level of the Romanian Government for speeding up the process and preparing some major project proposals on the occasion of Bratislava EUSDR Forum;

3. To support the Ministry of European Funds draft project proposal in association with CLDR Romania in order to be promoted on the occasion of the Joint Governmental Commission Romania-Baden Wurttemberg referring to the creation of the Danube Community of Practices in favor of Innovation through promoting the Knowledge Management within the central and local public administration,

4. The emergence of an institutional partnership with the Ministry of Education for developing an information and promotion campaign about Danube Strategy among the young generation;

5.Granting a larger support by both governmental and non-governmental parts to the already agreed mega-projects related to bio-diversity and of implementing the Daniube Delta Master Plan;

6. The creation of a projects and solutions laboratory, through the co-operation between CLDR and the Maritime University in Constanta, aimed to activate its own web portal inter-connected with the Community of Practices, with the National Danube Officers Network and with other similar European websites;

7. Kindly request of  deeper support from the Romanian Government in order to extend the Danubian movement in Romania and increase the inter-institutional lobby capabilities of CLDR.

At the end, the delegates agreed to disseminate and promote these proposals and recommendations in order to fulfill a more consistent co-operation and implementation climate of Danube Strategy in Romania.

Attached, there is the provisional EUSDR major projects supported by CLDR and its Baden Wurttemberg partners.

State of the Absorption of European Funds dedicated to Danube Region

Debate and best practices transfer session – Ministry of European Funds – 9 June 2016

Under the Honorary Patronage of H.E. Mr Cristian GHINEA, Minister of European Funds

The event will take place at the headquarters of the Ministry of European Funds, on the 9th of June 2016, between 09.00-13.45h under the title “The Opportunity of Social and Economic Relaunching of Romania through the Implementation of the EU Strategy for the Danube Region”.

The debate will be co-moderated by Dr. Octavian SERBAN, responsible for the EUSDR Contact Point within the Ministry of European Funds, and by Prof. Sever AVRAM, Executive President – CLDR Romania.

We mention that in the second part of this event a best practice transfer session will take place in the context of finalizing the START EUSDR Project: “DanubeEcotourism” – Cross-border ecotourism in the Danube Region. The conference is coordinated by the Association for the Development of Social and Health Tourism, in partnership with the National Tourism Authority of Romania.

According to the Official Report “State of the Danube Region” (coordinated by ZEW – European Center for Economic Research in Mannheim, Baden Wurttemberg), elaborated after 5 years since the launching of the EUSDR implementation process in Romania and the other 13 Member States of the macro-region, the relaunching of the successful businesses and investments mostly depend on the introduction in practice of a deep and coherent concept, known as “Integral Innovation”, able to change mentalities, practices and the concrete rhythm of the implementation process .

Launching the creation of the Romanian National Network of Danube Officers

Thanks to the moral and guiding support provided by EUSDR PAC10 Coordinator and of the Urban Platform Danube Region (Vienna), the Local Communities along the Danube River Association – CLDR Romania – established a Consortium with the Romanian Academy through its Biodiversity Center and the International Honorary Chair “Jean Bart” (CIO-SUERD), coordinated by EUROLINK-House of Europe, aimed to promote the selection and training of the Romanian National Network of Danube Officers. The inaugural event was deployed in the presence and with the kind support of the National EUSDR Coordinator from the Romanian Ministry of Foreign Affairs, H.E. Mrs. Ambassador Silvia DAVIDOIU and of the Personal Adviser to the Romanian Minister of European Funds, Dr. Octavian SERBAN.

This event enjoyed of the attendance of leading scientific and public figures, and a number of 25 persons from all over Romania obtained the Certificate of Graduation. This Session was organised under the aegis of the Danubian Young Leaders Academy and it was possible thanks to the support provided by the Hanns Seidel Foundation and the Romanian Institute of Popular Studies.

At the end of this reunion, the CLDR Secretariat addressed to the Romanian Vice-Prime Minister and Minister of Regional Development and Public Administration an Open Letter asking his personal support for institutionalising the competences and role of the Danube Officers in Romania and ensuring a stable continuation of the current Danubian economic and social recovering process.

To the attention of CLDR Members and Partners 

Dear Mr Avram,

As agreed over the phone, please let me send you enclosed the Ulm Declaration, which was adopted at the CoDCR meeting at the margins of the 4th Annual Forum of the EUSDR. The call for Danube Commssioners was reiterated by Lord Mayor Ivo Gönner at the Annual Forum.

Danube Commissioners can prove to be a useful tool for EUSDR implementation since they
– Are committed to the Strategy;
– Are able to make use of English as working language;
– Are motivated to bring the Strategy on the ground and to promote it through concrete projects;
– Make use of electronic communication and media.

We look forward to the results of your talks with the Romanian government officials.

Launching the Pact for Industrial Renaissance in the Galati-Braila area through the “DANUBE KNOWLEDGE & INNOVATION UNIVERSITY”

As a follow-up of the election, at the EUSDR Forum in Ulm, of the CLDR Association within the Executive Board of CoDCR and within the Board of Danubius Academic Consortium, on the 19th of November 2015, at the headquarters of the Danubius University in Galati, it was organised a Reunion dedicated to the establishing of the action ways and major projects to be submitted to Brussels by the member clusters and other CLDR entities.
