Opportunities for co-operation within major innovative transnational project through the Danube-Black Sea Macro-Regional Hub

In the period 1-2 February 2019, in Constanta, it took place the founding reunion of the Danube-Black Sea Macro-Regional Hub, as an initiative of the ”Local Communities along the Danube River” Association (CLDR) in partnership with Cluj IT Cluster. The last one coordinates a group of 30 clusters in the Balcanic area, Black Sea Basin and Baltic Region. The mission of this Hub mainly consists in contributing to the macro-regional innovation through territorial co-operation and developing transnational projects according to the Smart Regional Specialisations and subsequent to the EU Strategy for the Danube Region (EUSDR) and to the other strategic documents.

The participants to the founding reunion of the Danube-Black Sea Macro-Regional Hub were: CLDR Association – member of CoDCR (Vienna), Cluj IT Cluster – composed from four universities and some other business companies in the region, Maritime University in Constanta, University of Craiova, Western University in Timisoara, Spiru Haret University, PrelMet Transilvania Cluster – composed from three universities, two municipalities and numerous SMEs from the Central Romanian Region, National Institute of Research and Development in Mechatronics and Measurement Technique, Archdiocese of Craiova, Ecological Action Romania Foundation, ”24Pharte” Association – Prahova County, URBASOFIA Agency and CIO-SUERD ”Jean Bart” – project founded by EUROLINK-House of Europe Foundation in partnership with the Romanian Academy.

This already function structure is not a closed one. Through an affiliation request, addressed to the Hub Presidency, currently ensured by Cluj IT Cluster, other universities, research centres or motivated entities may join in view of involving within major project consortia.

Within the same context, the thematic areas have been presented and debated in relation with the financing opportunities for the next period. A special focus was addressed to the mixt between various interdisciplinary knowledge and action fields with the transformative digitalisation approach.

Also, on February 1st 2019, CLDR Association deployed the General Assembly reunion. This event provided the activity report in 2018. Meanwhile, a new leadership of the Association was elected. The CLDR Presidency was assumed by the Maritime University in Constanta through its Vice-Rector Gabriel RAICU, and the Executive President was re-elected the Danube Regional Commissioner on behalf od CLDR, Mr. Sever AVRAM

Launching the SMART Innovative Learning Hub

House of Romanian Academy – 2 February 2018 ~

In view of better supporting and promoting the access of Romanian relevant stakeholders/beneficiaries to the European Funds mostly related to the bioeconomy, innovation, sustainable development, good governance, the International Honorary Chair “Jean Bart” in favour of the EU Strategy for the Danube Region (CIO-SUERD), project founded by EUROLINK-House of EuropeFoundation in 2012, in partnership with the Romanian Academy, will launch at the House of the Romanian Academy, on the 2nd of February 2018, the “SMART Innovative Learning Hub”. Other main Institutional Partners are: the Local Communities along the Danube River Association (CLDR), the Romanian Smart City and Mobility Association, the Professional Association for Quality in Training for Public Administration (CINAQ) and URBASOFIA Agency (Rome-Bucharest).

Rewarding excellency within the Gala ”Integrity, Good Governance and Social Responsibility”

As a follow-up of the European Conference deployed in May 2017, at the Palace of the Parliament, and co-sponsored mainly by EUNET and Hanns Seidel Foundation Romania, on the occasion of celebrating 20 years of permanent activity of the EUROLINK – House of Europe Foundation in Bucharest-Romania, on the 8th of December 2018, it took place at the Cotroceni National Museum, at the headquarters of the Romanian Presidency, a special Gala Ceremony for rewarding leading personalities from Romania and other EU countries for their contribution to the Europeanisation of Romania and the promotion of integrity, good governance and social responsibility.

One of the ”Integrity, Good Governance and Social Responsibility” Cups, together with the Diploma of Excellence was conferred to EUNET President, Mr. Richard STOCK, also coordinator of the Centre European Robert Schuman, in recognition of his merits related to the promotion of the European Idea in Central-Eastern Europe.

In the same time, the Danube Head Commissioner, Mr. Peter LANGER, General Coordinator of CoDCR from Ulm – Baden Wurttemberg Land also received a similar distinction for his personal support to a better implementation of EU Danube Strategy in Romania.

The Gala was hosted thanks to the support provided by the Presidential Counselor Mrs. Elena Simina TANASESCU and the General Manager of the National Museum of Cotroceni, Mr. Liviu Sebastian JICMAN, and was preceded by a debate, organised in partnership with the Romanian Smart City and Mobility Association and CLDR Romania, about the relation between Smart City and Good Governance principles, honored by the presence of the representative of the Ministry of Foreign Affairs, Mr. Cristian WINZER, State Secretary and Ministerial Coordinator of the Danube Strategy implementation in Romania.

State of the Absorption of European Funds dedicated to Danube Region

Debate and best practices transfer session – Ministry of European Funds – 9 June 2016

Under the Honorary Patronage of H.E. Mr Cristian GHINEA, Minister of European Funds

The event will take place at the headquarters of the Ministry of European Funds, on the 9th of June 2016, between 09.00-13.45h under the title “The Opportunity of Social and Economic Relaunching of Romania through the Implementation of the EU Strategy for the Danube Region”.

The debate will be co-moderated by Dr. Octavian SERBAN, responsible for the EUSDR Contact Point within the Ministry of European Funds, and by Prof. Sever AVRAM, Executive President – CLDR Romania.

We mention that in the second part of this event a best practice transfer session will take place in the context of finalizing the START EUSDR Project: “DanubeEcotourism” – Cross-border ecotourism in the Danube Region. The conference is coordinated by the Association for the Development of Social and Health Tourism, in partnership with the National Tourism Authority of Romania.

According to the Official Report “State of the Danube Region” (coordinated by ZEW – European Center for Economic Research in Mannheim, Baden Wurttemberg), elaborated after 5 years since the launching of the EUSDR implementation process in Romania and the other 13 Member States of the macro-region, the relaunching of the successful businesses and investments mostly depend on the introduction in practice of a deep and coherent concept, known as “Integral Innovation”, able to change mentalities, practices and the concrete rhythm of the implementation process .

Launching the creation of the Romanian National Network of Danube Officers

Thanks to the moral and guiding support provided by EUSDR PAC10 Coordinator and of the Urban Platform Danube Region (Vienna), the Local Communities along the Danube River Association – CLDR Romania – established a Consortium with the Romanian Academy through its Biodiversity Center and the International Honorary Chair “Jean Bart” (CIO-SUERD), coordinated by EUROLINK-House of Europe, aimed to promote the selection and training of the Romanian National Network of Danube Officers. The inaugural event was deployed in the presence and with the kind support of the National EUSDR Coordinator from the Romanian Ministry of Foreign Affairs, H.E. Mrs. Ambassador Silvia DAVIDOIU and of the Personal Adviser to the Romanian Minister of European Funds, Dr. Octavian SERBAN.

This event enjoyed of the attendance of leading scientific and public figures, and a number of 25 persons from all over Romania obtained the Certificate of Graduation. This Session was organised under the aegis of the Danubian Young Leaders Academy and it was possible thanks to the support provided by the Hanns Seidel Foundation and the Romanian Institute of Popular Studies.

At the end of this reunion, the CLDR Secretariat addressed to the Romanian Vice-Prime Minister and Minister of Regional Development and Public Administration an Open Letter asking his personal support for institutionalising the competences and role of the Danube Officers in Romania and ensuring a stable continuation of the current Danubian economic and social recovering process.
